Countermeasures to Prevent Future 'Garbage Dumpling'
With Health and Welfare Minister Kim Wha-jung and Uri Party floor Leader Chun Jeong-bae attending, the Uri Party and the Ministry of Health and Welfare held a meeting to discuss countermeasures to the “garbage dumpling” incident and agreed to push for a plan to publish information on producers and distributors of harmful food in daily newspapers or on the Internet.
The ministry and the Uri Party also agreed to increase jail terms for deliberate illegal food-manufacturing activities and would also confiscate excessive profits.
In addition, they agreed to establish a public monitoring system, and will review a plan to increase the reward money from the current W300,000 to the maximum W10 million for reporting illegal activities.
They also said they would have the Korea Food and Drug Administration regularly supervise local autonomous governments, who have the power to regulate food and sanitation businesses and school food suppliers, and they will legislate a basic food safety law within the year that strengthens the punishment of those who engage in the food and sanitation business.
Gov't to Get Tough with Dodgy Food Producers
It appears that those businessmen that manufacture or sell dodgy food products may face at least one-year prison terms. Moreover, money made from selling poor-quality food products will be confiscated. The Health and Welfare Ministry said Thursday that there are many indications that because punishments for making and selling potentially harmful dodgy food products are too light, incidents like the "garbage dumpling" continue to occur.
Accordingly, the Health Ministry has decided to come down hard on those who sell bad food products, amending the laws concerning food sanitation and setting the lower limit for punishments at prison terms of over one year and over three years, depending on how intentional the crime was. Up till now, fines have been the preferred punishment for offenses related to food quality and sanitation laws.
Along with this, the ministry decided to implement a system that would confiscate illegal profits and money made from the sale of poor-quality food products. As for the money earned by sales, however, it has yet to be decided whether simple profits would be confiscated, or total monies earned by sales.
