GYEONGJU - Korean President Roh Moo-hyun and U.S. President George W. Bush yesterday reasserted that a nuclear-armed North Korea will not be tolerated and North Korea should eliminate its nuclear weapons programs "promptly and verifiably."

Underlining their "strong alliance," the two presidents acknowledged the "steady development of the ROK-U.S. relationship into a comprehensive, dynamic and mutually-beneficial alliance."

North Korea demands reactor first

SEOUL, South Korea (CNN) -- North Korea said Tuesday it would begin dismantling its nuclear program only if the United States provides a light-water reactor for civilian power.

The demand could threaten a day-old agreement between North Korea and the five nations involved in nuclear disarmament talks.

"Without this physical guarantee of the (light-water reactor), our position is not to even dream of us giving up our nuclear deterrence," the official KCNA news agency quoted a spokesman for the North Korean Foreign Ministry as saying.

The negotiations were supposed to resume this week, but North Korea announced today that it could not return to the dialogue table, when the U.S. was being so hostile.
Now this latest round of six-country talks went into a three-week recess earlier this month after 13 days of negotiations. Lee Jung-hwa has the latest.

North Korea Nuke Shutdown Raises Concerns

WASHINGTON (AP) - The apparent shutdown of a nuclear reactor in North Korea is raising concerns among Bush administration officials that Pyongyang has completed the task of producing spent fuel rods laced with weapons-grade plutonium.

But a U.S. official familiar with the situation said there could be at least two other possibilities, neither of which is troubling: that the reactor has run into mechanical trouble or that North Korea is bluffing in order to raise anxieties.

In the past, North Korea has claimed to have taken major steps in its pursuit of a nuclear weapons arsenal and only some of those claims are credited by U.S. analysts as genuine. Even so, North Korea is believed to have already produced at least one atom bomb and the United States, China, Japan, South Korea and Russia are trying to negotiate elimination of the nuclear weapons program.

Korea's protests over Japan's claims to Dokdo have been sidelined as the history row has expanded in Northeast Asia, with China becoming the most fervent protester against Japan.

Although the magnitude of anti-Japan campaigns is strong in Korea, China's violent rallies have visibly outshone those in Korea, bringing the international spotlight on relations between China and Japan instead.
